Administrative council is a collegial decision making organ. It supervises and controls the activities of the University of Shkodra, "Luigj Gurakuqi" which deals with its administrative, financial, economic and estate management. It is the first such structure in Albanian Universities.
Some of its main functions are: It approves the sharing criteria of financial sources and approves the project- budget. It estimates the efficiency of the money used from the governmental budget or other legal sources and publishes the results of this estimation. It approves the annual financial report represented by the Rectorate and it approves the structure and the number of the personnel of the University of Shkodra in all levels. The administrative council informs the academic Senate on financial situation and projects of the University etc. Membership in the Administrative Council is incompatible with the duty of a member of the Academic senate, Pro-rector and the Dean
